Anadilinde e\u011fitim hakk\u0131n\u0131n tan\u0131nmas\u0131 bir \u201cl\u00fctuf\u201d de\u011fil; e\u015fit yurtta\u015fl\u0131\u011f\u0131n ve kal\u0131c\u0131 bar\u0131\u015f\u0131n zorunlu ko\u015fuludur.<\/strong><\/p>\n<p data-start=\"144\" data-end=\"689\">Cumhuriyet tarihi boyunca s\u00fcreklilik g\u00f6steren ve gerek politik gerekse toplumsal ya\u015fam i\u00e7erisinde bar\u0131\u015f ve demokrasi m\u00fccadelesiyle en fazla i\u00e7 i\u00e7e ge\u00e7en konulardan biri, anadilinde e\u011fitim hakk\u0131d\u0131r. \u00c7\u00fcnk\u00fc anadilinde e\u011fitim hakk\u0131, bir yandan T\u00fcrkiye Devleti\u2019nin halklar\u0131n ink\u00e2r\u0131, asimilasyonu ve hatta imhas\u0131na dayanan politikalar\u0131yla do\u011frudan ili\u015fkiliyken; di\u011fer yandan bu politikalara maruz kalan halklar\u0131n varl\u0131k m\u00fccadelesinin, direni\u015finin ve asimilasyona dayal\u0131 devlet politikalar\u0131na kar\u015f\u0131 y\u00fcr\u00fctt\u00fc\u011f\u00fc m\u00fccadelenin temel referanslar\u0131ndan biridir.<\/p>\n<p data-start=\"691\" data-end=\"1223\">1923 y\u0131l\u0131nda imzalanan Lozan Antla\u015fmas\u0131 ile genel \u00e7er\u00e7evesi \u00e7izilen T\u00fcrkiye Devleti\u2019nin anadilinde e\u011fitim hakk\u0131na yakla\u015f\u0131m\u0131n\u0131 olu\u015fturan resm\u00ee politika, 1982 cunta Anayasas\u0131 ile peki\u015ftirilmi\u015f ve g\u00fcn\u00fcm\u00fczde h\u00e2l\u00e2 s\u00fcrd\u00fcr\u00fclmektedir. T\u00fcrkiye\u2019de Cumhuriyet tarihi boyunca e\u011fitim politikalar\u0131nda s\u00fcrd\u00fcr\u00fclmeye \u00e7al\u0131\u015f\u0131lan tek tiple\u015ftirme, \u00f6zellikle k\u00fclt\u00fcrel anlamda halklar \u00fczerinde bir bask\u0131 arac\u0131 olarak yo\u011fun bi\u00e7imde hissedilmi\u015f; bu ink\u00e2rc\u0131 asimilasyon politikalar\u0131 ayn\u0131 zamanda bir devlet gelene\u011fi olarak kendini s\u00fcrekli yeniden \u00fcretmi\u015ftir.<\/p>\n<p data-start=\"1225\" data-end=\"1821\">\u00c7\u00fcnk\u00fc e\u011fitim, devletlerin ideolojik ayg\u0131tlar\u0131ndan biridir ve iktidarlar a\u00e7\u0131s\u0131ndan bir in\u015fa s\u00fcrecidir. G\u00fcn\u00fcm\u00fczde y\u00fckseli\u015fini s\u00fcrd\u00fcren ulus-devlet ideolojisi ve kapitalist modernite; toplumun politik in\u015fas\u0131 ve sermayeye sa\u011flayaca\u011f\u0131 i\u015f g\u00fcc\u00fc temelinde antidemokratik e\u011fitim sistemlerini g\u00fc\u00e7lendirerek tek\u00e7i, militarist, cinsiyet\u00e7i ve t\u00fcrl\u00fc unsurlarla kendini kal\u0131c\u0131 k\u0131lmay\u0131 hedeflemektedir. T\u00fcrk E\u011fitim Sistemi de bu ideoloji do\u011frultusunda \u015fekillenmi\u015f; demokratik, bar\u0131\u015f\u00e7\u0131l, cinsiyet ve her t\u00fcr e\u015fitlik\u00e7i e\u011fitimi yok saym\u0131\u015f, \u00e7ok k\u00fclt\u00fcrl\u00fc ve \u00e7ok dilli e\u011fitim sistemini tehlikeli g\u00f6rerek politize etmi\u015ftir.<\/p>\n<p data-start=\"1823\" data-end=\"2103\">K\u00fcrt halk\u0131 ba\u015fta olmak \u00fczere halklar\u0131n anadilinde e\u011fitim hakk\u0131 yok say\u0131lm\u0131\u015f; e\u011fitim, asimilasyoncu politikalar\u0131n bir arac\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. Bu durum, halklar aras\u0131 e\u015fitsizli\u011fi derinle\u015ftirmi\u015f; e\u015fit yurtta\u015fl\u0131k talebi ile toplumsal bar\u0131\u015f\u0131n \u00f6n\u00fcnde b\u00fcy\u00fck bir engel h\u00e2line gelmi\u015ftir.<\/p>\n<p data-start=\"2105\" data-end=\"2561\">Oysa anadili, bireyin d\u00fcnyay\u0131 anlamland\u0131rd\u0131\u011f\u0131, d\u00fc\u015f\u00fcnce yap\u0131s\u0131n\u0131 geli\u015ftirdi\u011fi ve kimli\u011fini \u015fekillendirdi\u011fi en temel unsurdur. Anadili yaln\u0131zca bir ileti\u015fim arac\u0131 de\u011fil; ayn\u0131 zamanda her birey ve dolay\u0131s\u0131yla toplum i\u00e7in kimlik, yurt, k\u00fclt\u00fcr, haf\u0131za ve \u00e7ok daha \u00f6tesidir. Bu nedenle anadilinde e\u011fitim hakk\u0131, yaln\u0131zca pedagojik bir gereklilik de\u011fil; evrensel bir insan hakk\u0131, halklar\u0131n tarihsel varl\u0131\u011f\u0131n\u0131n, kimliklerinin ve kolektif haf\u0131zalar\u0131n\u0131n tan\u0131nmas\u0131d\u0131r.<\/p>\n<p data-start=\"2563\" data-end=\"3105\">Anadilinde e\u011fitimi temel bir insan hakk\u0131, pedagojik bir gereklilik, toplumsal bar\u0131\u015f\u0131n ve e\u015fitli\u011fin ko\u015fulu, demokratik bir toplum in\u015fas\u0131n\u0131n en \u00f6nemli aya\u011f\u0131 olarak g\u00f6rmek yerine \u201cg\u00fcvenlik sorunu\u201d olarak ele almak, sorunu \u00e7\u00f6z\u00fcms\u00fcz b\u0131rakmakt\u0131r. Anadilinde e\u011fitim hakk\u0131n\u0131n reddi, yap\u0131sal bir hak ihlali olman\u0131n \u00f6tesinde, toplumsal bar\u0131\u015f\u0131n \u00f6n\u00fcndeki en kal\u0131c\u0131 engellerden biri h\u00e2line gelmektedir. Bar\u0131\u015f, en \u00e7ok da e\u011fitimin dilinde ba\u015flar. Anadilinde e\u011fitim hakk\u0131n\u0131n tan\u0131nmas\u0131 bir \u201cl\u00fctuf\u201d de\u011fil; e\u015fit yurtta\u015fl\u0131\u011f\u0131n ve kal\u0131c\u0131 bar\u0131\u015f\u0131n zorunlu ko\u015fuludur.<\/p>\n<p data-start=\"3107\" data-end=\"3426\">Demokratik bir toplum, \u00e7ocuklara hangi dili unutmalar\u0131 gerekti\u011fini de\u011fil; hangi dillerle birlikte ya\u015fayabileceklerini \u00f6\u011freten bir e\u011fitim sistemiyle m\u00fcmk\u00fcnd\u00fcr. Dolay\u0131s\u0131yla ger\u00e7ek ve kal\u0131c\u0131 bir bar\u0131\u015ftan s\u00f6z edilecekse, bunun en temel ayaklar\u0131ndan biri anadilinde e\u011fitim hakk\u0131n\u0131n tan\u0131nmas\u0131 ve g\u00fcvence alt\u0131na al\u0131nmas\u0131d\u0131r.<\/p>\n<p data-start=\"3428\" data-end=\"3874\">D\u00fcnya deneyimleri de bunu a\u00e7\u0131k\u00e7a g\u00f6stermektedir. Ruanda\u2019da soyk\u0131r\u0131m\u0131n ard\u0131ndan geli\u015ftirilen bar\u0131\u015f m\u00fcfredatlar\u0131, \u00e7ocuklara empati ve ge\u00e7mi\u015fle y\u00fczle\u015fme becerisi kazand\u0131rmay\u0131 hedeflemi\u015ftir. Kolombiya\u2019da FARC ile y\u00fcr\u00fct\u00fclen bar\u0131\u015f s\u00fcrecinde e\u011fitim, uzla\u015fma komisyonlar\u0131n\u0131n temel ara\u00e7lar\u0131ndan biri olmu\u015ftur. Kuzey \u0130rlanda\u2019da ise Katolik-Protestan ayr\u0131\u015fmas\u0131n\u0131n a\u015f\u0131lmas\u0131nda ortak tarih anlat\u0131lar\u0131 ve \u00e7ok k\u00fclt\u00fcrl\u00fc programlar belirleyici bir rol oynam\u0131\u015ft\u0131r.<\/p>\n<p data-start=\"3876\" data-end=\"4497\">Bug\u00fcn pek \u00e7ok \u00fclkede anadil temelli \u00e7ok dilli e\u011fitim modelleri uygulanmaktad\u0131r. D\u00fcnyadaki alternatif modellerin yan\u0131 s\u0131ra Rojava\u2019da geli\u015ftirilen \u00e7ok dilli e\u011fitim modeli, e\u011fitim hakk\u0131na insan haklar\u0131 temelli bir yakla\u015f\u0131m\u0131n b\u00f6lgesel ko\u015fullarda nas\u0131l somutla\u015fabilece\u011fine dair \u00f6nemli bir \u00f6rnek sunmaktad\u0131r. Bu deneyim, anadilinde e\u011fitimin bir hakk\u0131n \u00f6tesinde, demokratik bir toplumun kurulmas\u0131nda vazge\u00e7ilmez bir unsur oldu\u011funu da g\u00f6stermektedir. M\u00fcfredat; halklar\u0131n k\u00fclt\u00fcrlerini, tarihlerini ve haf\u0131zalar\u0131n\u0131 kapsayacak bi\u00e7imde d\u00fczenlenmi\u015f, cinsiyet e\u015fitli\u011fi, toplumsal kat\u0131l\u0131m ve ekoloji gibi ilkelerle b\u00fct\u00fcnle\u015ftirilmi\u015ftir.<\/p>\n<p data-start=\"4499\" data-end=\"4948\">Dolay\u0131s\u0131yla her \u00e7ocuk i\u00e7in demokratik, ekolojik, cinsiyet e\u015fitlik\u00e7i ve anadilinde e\u011fitim bir hakt\u0131r ve m\u00fcmk\u00fcnd\u00fcr. Demokratik toplum in\u015fas\u0131n\u0131n, bar\u0131\u015f\u0131n ve toplumsal entegrasyonun tart\u0131\u015f\u0131ld\u0131\u011f\u0131 bu tarihsel s\u00fcre\u00e7te, anadilinde e\u011fitim hakk\u0131n\u0131n tan\u0131nmas\u0131 kal\u0131c\u0131 bir bar\u0131\u015f\u0131n in\u015fas\u0131nda temel ad\u0131mlardan biri olacakt\u0131r. D\u00fcnyadaki bar\u0131\u015f deneyimleri de a\u00e7\u0131k bi\u00e7imde g\u00f6stermektedir ki anadilinde e\u011fitim, bar\u0131\u015f\u0131n kal\u0131c\u0131la\u015fmas\u0131n\u0131n en kritik unsurlar\u0131ndan biridir.<\/p>\n<p data-start=\"4950\" data-end=\"5534\">Anadilinde e\u011fitim \u00e7o\u011fu zaman daralt\u0131larak \u201cpedagojik ve k\u00fclt\u00fcrel bir talep\u201d olarak sunulsa da, ger\u00e7ekte e\u015fit yurtta\u015fl\u0131\u011f\u0131n, demokratikle\u015fmenin ve bar\u0131\u015f\u0131n temel ko\u015fullar\u0131ndan biridir. Devletin tek\u00e7i dil anlay\u0131\u015f\u0131, \u00f6zellikle \u00e7ok dilli ve \u00e7ok kimlikli toplumlarda yaln\u0131zca pedagojik bir sorun yaratmaz; ayn\u0131 zamanda siyasal d\u0131\u015flanma, toplumsal yabanc\u0131la\u015fma ve yap\u0131sal \u00e7at\u0131\u015fma \u00fcretir. Bu nedenle bar\u0131\u015f s\u00fcre\u00e7leri, e\u011fitim alan\u0131n\u0131 ve dili merkezine almak zorundad\u0131r.
