T\u00fcrkiye\u2019de ise bilindi\u011fi \u00fczere ayn\u0131 yap\u0131 \u00d6zel Harp Dairesi olarak kurulmu\u015ftur.<\/p>\n<p data-start=\"1963\" data-end=\"2377\">Bu yaz\u0131da esas olarak \u201cpsikolojik sava\u015f\u201d ve boyutlar\u0131 \u00fczerinde duraca\u011f\u0131z. \u00c7\u00fcnk\u00fc dijitalle\u015fen ve sanalla\u015fan yeni d\u00fcnyada \u00f6zel sava\u015f, do\u011frudan psikolojik sava\u015f olarak derinle\u015fmektedir. Egemenler (despotik\u2013totaliter rejimler), art\u0131k toplumlar\u0131 fiziki bir k\u0131r\u0131mdan ge\u00e7irmekten ziyade d\u00fc\u015f\u00fcnsel ve bilin\u00e7 d\u00fczeyinde bir k\u0131r\u0131mdan ge\u00e7irmektedir. Bu aray\u0131\u015f her \u00e7a\u011fda, her ekolde ve her ideolojik y\u00f6nelimde yeniden \u015fekillenmi\u015f ve yeni y\u00f6ntemlerle hakikat aranm\u0131\u015ft\u0131r. Buralarda \u00f6\u011freniyor, \u00f6\u011fretiyor, deneyimliyor ve ya\u015f\u0131yoruz. Bilin\u00e7, bilgiyle yani anlamla \u00f6zg\u00fcrle\u015fir. Anlam ise tefekk\u00fcrle, zamansal ve i\u00e7sel bir d\u00fc\u015f\u00fcn\u00fcmle a\u00e7\u0131\u011fa \u00e7\u0131kar. Anlam\u0131n olmad\u0131\u011f\u0131 yer ve form, metala\u015fm\u0131\u015f ve k\u00f6lece bir ya\u015fama s\u00fcr\u00fckler.<\/p>\n<p data-start=\"4563\" data-end=\"4914\">Dijital a\u011flarla \u00f6r\u00fcl\u00fc yeni d\u00fcnyam\u0131zda bilgiye yani anlama eri\u015fim fazlas\u0131yla kolayla\u015fm\u0131\u015f durumda. Belki de insanl\u0131k tarihinde hi\u00e7 olmad\u0131\u011f\u0131 kadar \u00f6zg\u00fcrl\u00fc\u011fe yak\u0131n\u0131z. Ancak \u00f6zg\u00fcrl\u00fck ve esaret yan yana y\u00fcr\u00fcyen bir diyalektiktir. Bir yandan \u00f6zg\u00fcrl\u00fc\u011f\u00fc ve anlam\u0131 ya\u015famla bulu\u015fturmak isterken, di\u011fer yandan derin k\u00f6lelik ve metala\u015fma hallerini topluma dayat\u0131r.<\/p>\n<p data-start=\"4916\" data-end=\"5172\">Post-modern dijital d\u00fcnyada \u00f6zel sava\u015f konseptleri, art\u0131k \u00e7ok daha a\u011f\u0131rl\u0131kl\u0131 bi\u00e7imde psikolojik sava\u015f \u00fczerinden y\u00fcr\u00fct\u00fclmektedir. Bu psikolojik sava\u015f, do\u011frudan bireylerin ve toplumlar\u0131n bilin\u00e7sel ve ruhsal ger\u00e7ekliklerine sirayet etmesi i\u00e7in tasarlanm\u0131\u015ft\u0131r.<\/p>\n<p data-start=\"5174\" data-end=\"5475\">Thomas Lemke\u2019nin ifadesiyle: \u201c\u0130ktidarlar hakikati ve bilgiyi \u00fcretir.\u201d Yani olaylar\u0131n yal\u0131n hali de\u011fil; iktidarlar\u0131n dijital\u2013kamusal a\u011flar \u00fczerinden bu olaylar\u0131 topluma nas\u0131l sundu\u011fu hakikatin kendisine d\u00f6n\u00fc\u015f\u00fcr.
