Atlantis\u2019i yeniden ke\u015ffe gerek yoktur. 50 y\u0131l ve bu y\u0131llar\u0131n yaratt\u0131\u011f\u0131 k\u00fclliyat, bug\u00fcn neyin do\u011fru ve yol ald\u0131r\u0131c\u0131 oldu\u011funu, neyin geriye \u00e7ekti\u011fini yeterince g\u00f6stermi\u015f durumdad\u0131r.<\/strong><\/p>\n<p data-start=\"99\" data-end=\"539\">T\u00fcrkiye&#8217;nin son yar\u0131m y\u00fczy\u0131l\u0131, elbette kabaca, ku\u015faklar aras\u0131 sert ideolojik ayr\u0131\u015fmalar, kimlik temelli \u00e7at\u0131\u015fmalar ve bunlar\u0131n toplumsal dokuda a\u00e7t\u0131\u011f\u0131 derin sorunlarla tan\u0131mlanabilir. Bu tarihsel s\u00fcre\u00e7te gen\u00e7lik hareketleri, (sosyalist, K\u00fcrt, \u0130slamc\u0131, liberal, muhafazak\u00e2r, milliyet\u00e7i fark etmeksizin) t\u00fcm dinamikleriyle bu toplumsal dokular\u0131n i\u00e7inde yer alm\u0131\u015f, de\u011fi\u015fmi\u015f, de\u011fi\u015ftirmi\u015ftir. En \u00f6nemlisi de bar\u0131\u015f taleplerinin \u00f6nc\u00fcs\u00fc olmu\u015ftur.<\/p>\n<p data-start=\"541\" data-end=\"1013\">Fakat \u00e7ok ilgin\u00e7 bir durum da var. \u015eu an gen\u00e7lik derken, iki durumun paradoksal g\u00f6r\u00fcnt\u00fcs\u00fcn\u00fc de a\u00e7m\u0131\u015f oluyoruz. \u015e\u00f6yle ki; bug\u00fcn bulundu\u011fumuz yerde, 2025 itibariyle gen\u00e7lik dendi\u011finde akla siyasal alandan \u00e7ok toplumsal-sosyal doneler geliyor. Verilere bakt\u0131\u011f\u0131n\u0131zda ekonomik ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 kazanamayan, i\u015fe girmede liyakatten \u00e7ok torpile inanmak zorunda kalan, \u00fclkede bir gelecek g\u00f6rmeyip yurt d\u0131\u015f\u0131na gitmeyi planlayan ve ya\u015fam memnuniyeti d\u00fc\u015f\u00fck bir \u201cprekarya\u201d kitlesi var.<\/p>\n<p data-start=\"1015\" data-end=\"1244\">Prekarya, yani g\u00fcvencesizler, neredeyse bir hareket ger\u00e7ekli\u011fine d\u00f6n\u00fc\u015fm\u00fc\u015f durumda. Siyaset, ekonomi, e\u011fitim ba\u015fta olmak \u00fczere hi\u00e7bir \u015fey prekerya olmaktan \u00e7\u0131karam\u0131yor ya\u015fananlar\u0131. Buradaki gen\u00e7lik, daha \u00e7ok protesto eksenlidir.<\/p>\n<p data-start=\"1246\" data-end=\"1548\">Di\u011fer yandan, asl\u0131nda gen\u00e7lik deyince akla ge\u00e7mi\u015fi getiren, \u00f6rg\u00fctleme, siyasal mobilizasyon ile bug\u00fcn\u00fc etkilemeye devam eden, eylemleri ile de\u011fi\u015ftiren bir gen\u00e7lik fig\u00fcr\u00fc de var. Bu son derece canl\u0131d\u0131r. Son y\u0131llarda bu canl\u0131l\u0131k K\u00fcrt ve sol\/sosyalist alanda kalsa da tam bir \u00e7\u0131k\u0131\u015f yapamad\u0131 denilebilir.<\/p>\n<p data-start=\"1550\" data-end=\"1823\">\u00d6zetle, bu ikinci durumda, yerle\u015fik iktidar ili\u015fkilerine ne kadar meydan okundu\u011fu, yeni dayan\u0131\u015fma bi\u00e7imlerinin ne kadar geli\u015ftirildi\u011fi ve toplumsal haf\u0131zada ne gibi k\u0131r\u0131lmalar yarat\u0131ld\u0131\u011f\u0131 tart\u0131\u015fmaya a\u00e7\u0131kt\u0131r. Buradaki gen\u00e7lik, protesto de\u011fil de \u201ckurucu\u201d momentte yer al\u0131r.<\/p>\n<p data-start=\"1825\" data-end=\"2089\">Bu durumu belirttikten sonra konumuzun esas\u0131na dair birka\u00e7 \u015feyin alt\u0131 \u00e7izilebilir. T\u00fcrkiye\u2019de 1960 anayasas\u0131 sonras\u0131, anayasadan kaynakl\u0131 baz\u0131 alanlarda ve belli \u00f6l\u00e7\u00fclerde hareket edebilme \u015fans\u0131 do\u011fmu\u015ftur. Bu s\u00fcre\u00e7 1980\u2019e kadar g\u00f6rece temkinli \u015fekilde gitmi\u015ftir.<\/p>\n<p data-start=\"2091\" data-end=\"2363\">Gen\u00e7li\u011fin mevcut durumunu da ge\u00e7mi\u015fin penceresinden bakacaksak mutlaka bu 20 y\u0131ll\u0131k alana bakmal\u0131y\u0131z. \u00dcretimin, direni\u015fin, d\u00fc\u015f\u00fcncenin \u00e7ok canl\u0131 oldu\u011fu y\u0131llard\u0131r gen\u00e7lik a\u00e7\u0131s\u0131ndan. Sadece \u00e7\u0131kan dergiler, kitaplar, tart\u0131\u015fmalara bak\u0131ld\u0131\u011f\u0131nda arka plan\u0131 daha net g\u00f6r\u00fcrs\u00fcn\u00fcz.<\/p>\n<p data-start=\"2365\" data-end=\"2557\">80 darbesi, 90\u2019lar\u0131n ba\u015f\u0131 ile neoliberalizmin sahne almaya ba\u015flamas\u0131, milenyum, 11 Eyl\u00fcl sald\u0131r\u0131s\u0131, 2008 krizi ve sonras\u0131ndaki esasl\u0131 krizler gen\u00e7li\u011fi de son derece d\u00f6n\u00fc\u015ft\u00fcren duraklar oldu.<\/p>\n<p data-start=\"2559\" data-end=\"2762\">Elbette burada genel gen\u00e7lik durumuna dair s\u00f6z kurmayaca\u011f\u0131m, biraz daha K\u00fcrt gen\u00e7li\u011fi ekseninde gidece\u011fim. Bunun i\u00e7in de demokratik toplum ve \u00e7at\u0131\u015fmalar\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc ba\u011flam\u0131nda kalmaya \u00f6zen g\u00f6sterece\u011fim.<\/p>\n<p data-start=\"2764\" data-end=\"2934\">Demokratik toplum bir in\u015fa i\u015fidir. Bu kavram, devlet-merkezli y\u00f6netim modellerine alternatiftir. Ve toplumsal \u00f6zy\u00f6netim ilkelerine dayal\u0131 \u00f6rg\u00fctlenme bi\u00e7imlerini mimler.<\/p>\n<p data-start=\"2936\" data-end=\"3317\">T\u00fcrkiye ba\u011flam\u0131nda, \u00f6zellikle 1990&#8217;lardan itibaren K\u00fcrt \u00d6zg\u00fcrl\u00fck Hareketinin s\u00f6yleminde \u00f6ne \u00e7\u0131kan bu kavram, Say\u0131n \u00d6calan&#8217;\u0131n savunmalar\u0131nda &#8220;demokratik modernite&#8221; ba\u015fl\u0131\u011f\u0131yla teorize edildi. \u00d6calan, ulus-devlet paradigmas\u0131n\u0131 ele\u015ftirerek, etnik\/dini \u00e7o\u011fulculu\u011fu tan\u0131yan, kad\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc merkeze alan ve ekolojik s\u00fcrd\u00fcr\u00fclebilirli\u011fi vurgulayan bir toplum modelini \u00f6n plana \u00e7\u0131kard\u0131.<\/p>\n<p data-start=\"3319\" data-end=\"3524\">Demokratik modernite bir felsefe alan\u0131d\u0131r. Bu nedenle demokratik toplumun in\u015fas\u0131nda gen\u00e7li\u011fi ilgilendiren en \u00f6nemli alan\u0131n \u201cbilin\u00e7\u201d oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum. Bu bizi ilgilendiren \u00e7ok hayati bir meselesidir.<\/p>\n<p data-start=\"3526\" data-end=\"3697\">Steve Biko\u2019nun veciz s\u00f6zleri ile \u201cezenin ezilen \u00fczerindeki \u00fcst\u00fcnl\u00fc\u011f\u00fc, bilincidir\u201d deyi\u015fi, her \u015feyin \u00f6zeti gibidir. Bunun a\u015fman\u0131n baz\u0131 sorumluluklar gerektirdi\u011fi a\u00e7\u0131kt\u0131r.<\/p>\n<p data-start=\"3699\" data-end=\"4006\">Bu konuda K\u00fcrt gen\u00e7li\u011finin \u00f6n\u00fcnde, son elli y\u0131l\u0131n yaratt\u0131\u011f\u0131 devasa bir k\u00fclliyat ve tecr\u00fcbeler alan\u0131 oldu\u011funu unutmamak gerek. Atlantis\u2019i yeniden ke\u015ffe gerek yoktur. 50 y\u0131l ve bu y\u0131llar\u0131n yaratt\u0131\u011f\u0131 k\u00fclliyat, bug\u00fcn neyin do\u011fru ve yol ald\u0131r\u0131c\u0131 oldu\u011funu, neyin geriye \u00e7ekti\u011fini yeterince g\u00f6stermi\u015f durumdad\u0131r.<\/p>\n<p data-start=\"4008\" data-end=\"4347\">Uza\u011fa gitmeden 2014 sonras\u0131 Rojava deneyimi, demokratik toplumsal in\u015fan\u0131n somut bir laboratuvar\u0131 olarak sadece K\u00fcrtler de\u011fil T\u00fcrkiye&#8217;deki gen\u00e7lik hareketlerine de ilham kayna\u011f\u0131 oldu. Yerel meclisler, kad\u0131n \u00f6rg\u00fctlenmeleri, kooperatif ekonomi modelleri gibi pratikler, teorik metinlerin \u00f6tesinde deneyimsel bir birikim yaratt\u0131 ve g\u00f6sterdi.<\/p>\n<p data-start=\"4349\" data-end=\"4608\">Mesela demokratik toplumun varl\u0131\u011f\u0131na, in\u015fas\u0131na yap\u0131labilecek en hayati \u00e7al\u0131\u015fmalar\u0131n ba\u015f\u0131nda k\u00fclt\u00fcr-sanat geliyor. K\u00fclt\u00fcr ve sanat alan\u0131nda yap\u0131lan i\u015fler, toplumsal hik\u00e2yelerin de ifade edilmesinde fark\u0131ndal\u0131k yarat\u0131yor. Bize bug\u00fcn kar\u015f\u0131-anlat\u0131lar gerekiyor.<\/p>\n<p data-start=\"4610\" data-end=\"4886\">Ruhu kurtarmak anlam\u0131na gelen k\u00fclt\u00fcrel direni\u015f, haf\u0131zay\u0131 yaratan ve ta\u015f\u0131yan \u00e7ok kritik bir dinamik. Bug\u00fcn K\u00fcrt illerinde uyu\u015fturucunun bu kadar yayg\u0131n hale gelmesini yeniden d\u00fc\u015f\u00fcnmek zorunday\u0131z. Hi\u00e7bir siyasetin yapamad\u0131\u011f\u0131n\u0131 bu lanet yap\u0131yor. O halde kar\u015f\u0131 politikas\u0131 nedir?<\/p>\n<p data-start=\"4888\" data-end=\"5218\">Bir di\u011fer s\u00fctun olan sosyal medya k\u0131sm\u0131 biraz kar\u0131\u015f\u0131k gibi. Bir\u00e7ok imk\u00e2n\u0131n oldu\u011fu bu alanda hen\u00fcz tarz olarak klasik duruyoruz gibi. Gen\u00e7lerin bug\u00fcn en \u00e7ok bulundu\u011fu, d\u00fczenli zaman harcad\u0131\u011f\u0131 bu alan\u0131n demokratik ve k\u00fclt\u00fcrel bir mevziye\/mevzuya nas\u0131l d\u00f6n\u00fc\u015fmesi gerekti\u011fi, bence gen\u00e7li\u011fin esastan tart\u0131\u015fmas\u0131 gereken bir ba\u015fl\u0131kt\u0131r.<\/p>\n<p data-start=\"5220\" data-end=\"5440\">Ek olarak, toplumsal in\u015fa ile birlikte d\u00f6n\u00fc\u015f\u00fcm de \u00f6nemli bir alana d\u00f6n\u00fc\u015ft\u00fc. Fakat bunun i\u00e7in \u00f6ncelikle \u00e7at\u0131\u015fma d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc gerekti. \u00c7\u00fcnk\u00fc yap\u0131sal meselelerin d\u00f6n\u00fc\u015f\u00fcm\u00fc basit makyajlarla, s\u00f6zlerle, anla\u015fmalarla hal olmaz.<\/p>\n<p data-start=\"5442\" data-end=\"5634\">D\u00f6n\u00fc\u015f\u00fcm s\u00fcreci, \u00f6zellikle devlet eksenli siyasal\/ekonomik\/sembolik\/simgesel \u015fiddetin sona ermesinin yan\u0131 s\u0131ra toplumsal ili\u015fkilerin, kurumlar\u0131n ve hikayelerin de yeniden in\u015fas\u0131n\u0131 gerektirir.<\/p>\n<p data-start=\"5636\" data-end=\"5878\">Ka\u00e7\u0131n\u0131lmaz bir tart\u0131\u015fma da kan\u0131mca \u2018demokrasinin krizi ve gen\u00e7lik\u2019 ba\u011flam\u0131d\u0131r. Bir\u00e7ok tan\u0131m\u0131 yap\u0131labilir fakat \u00f6zce demokrasi krizi, bir \u00fclkede demokratik kurumlar\u0131n, normlar\u0131n ve pratiklerin temsil, hak ve \u00f6zg\u00fcrl\u00fckler ba\u011flam\u0131nda iflas\u0131d\u0131r.<\/p>\n<p data-start=\"5880\" data-end=\"6370\">Bu krizde, halk egemenli\u011fi ile hukuk devleti, temsil ile kat\u0131l\u0131m dengesi tuzla buz olur. Krizin siyaset felsefesindeki izlerine bakt\u0131\u011f\u0131m\u0131zda Weber\u2019in rasyonel-hukuki me\u015fruiyetinin ara\u00e7salla\u015ft\u0131r\u0131lmas\u0131, Schmitt\u2019in istisna halinin normalle\u015fmesi, Arendt\u2019in eylem ve g\u00f6r\u00fcnme alan\u0131n\u0131n daralmas\u0131, Foucault\u2019nun siyasal olan\u0131n g\u00fcvenlik\/ekonomiye indirgenmesi, Gramsci\u2019nin r\u0131za \u00fcretimindeki t\u0131kanma ve Laclau-Mouffe\u2019un me\u015fru agonizmas\u0131n\u0131n (rakipler aras\u0131ndaki m\u00fccadele) bast\u0131r\u0131lmas\u0131 olarak g\u00f6r\u00fcn\u00fcr.<\/p>\n<p data-start=\"6372\" data-end=\"6602\">Demokrasi krizi, ayn\u0131 zamanda demokrasiyi yeniden hayal etme ve in\u015fa etme f\u0131rsat\u0131d\u0131r. Yeni bir demokrasi, laboratuvarlarda de\u011fil, halklar\u0131n m\u00fccadelelerinde, meydanlarda, deneyimlerde ve kolektif yarat\u0131c\u0131l\u0131klarda \u015fekillenecektir.<\/p>\n<p data-start=\"6604\" data-end=\"6771\">Bu s\u00fcre\u00e7, zor, \u00e7eli\u015fkili ve belirsizliklerle dolu olacakt\u0131r. Ama demokratik gelece\u011fe giden ba\u015fka yol da yoktur. Ve bu durumu ancak gen\u00e7li\u011fin enerjisi ile a\u015fabiliriz.<\/p>\n<p data-start=\"6773\" data-end=\"6960\">Gen\u00e7lik ve demokratik krizin e\u015f zamanl\u0131 tahayy\u00fcl\u00fc bir di\u011fer d\u00fczlem olarak \u00f6n\u00fcm\u00fczde duruyor. \u00c7\u00fcnk\u00fc ge\u00e7mi\u015fin nostaljisine girdi\u011fimizde, hep krizli anlarda \u00f6n a\u00e7an bir gen\u00e7lik g\u00f6rmekteyiz.<\/p>\n<p data-start=\"6962\" data-end=\"7301\">Bu krizin K\u00fcrtler ba\u011flam\u0131ndaki tart\u0131\u015fmas\u0131na dair de konu\u015fmak gerekiyor. Say\u0131n \u00d6calan ve K\u00fcrt hareketi \u201cdevletsiz bir demokratik sistem\u201d \u00f6nermektedir. Yani bir ulus-devlet yaratmak yerine, konfederal ba\u011flar i\u00e7inde yerel \u00f6zerkliklere dayanan demokratik bir birliktelik hedeflenmektedir. Bu, genel anlamda radikal demokrasi olarak an\u0131labilir.<\/p>\n<p data-start=\"7303\" data-end=\"7493\">Sonu\u00e7 olarak, K\u00fcrt ve sosyalist gen\u00e7li\u011fin demokratik toplum in\u015fas\u0131 ve bar\u0131\u015f s\u00fcre\u00e7lerindeki deneyimleri, T\u00fcrkiye&#8217;nin d\u00f6n\u00fc\u015f\u00fcm potansiyelini ve engellerini ayn\u0131 anda yans\u0131t\u0131r diyebilir miyiz?<\/p>\n<p data-start=\"7495\" data-end=\"7664\">Bu hareketler, yerel demokrasi, k\u00fclt\u00fcrel direni\u015f ve dayan\u0131\u015fma a\u011flar\u0131 konusunda zengin pratikler geli\u015ftirebiliyor. Ancak devaml\u0131l\u0131k a\u00e7\u0131s\u0131ndan sonu\u00e7 almada engeller var.<\/p>\n<p data-start=\"7666\" data-end=\"7911\">Yukar\u0131daki t\u00fcm ba\u011flamlar\u0131, gen\u00e7li\u011fe d\u00f6n\u00fck son on y\u0131llar\u0131nda en b\u00fcy\u00fck sald\u0131r\u0131 ve tasfiye dalgalar\u0131n\u0131 da g\u00f6zeterek ifade ediyorum.
