Bu demektir ki, b\u00f6lgedeki di\u011fer ulus-devletler hegemon g\u00fc\u00e7 olan \u0130srail\u2019in varl\u0131\u011f\u0131n\u0131 tan\u0131d\u0131k\u00e7a me\u015fru kabul edilecekler, tan\u0131mamalar\u0131 halinde sava\u015flarla hizaya getirilinceye kadar y\u0131prat\u0131larak tan\u0131yacak hale getirileceklerdir. T\u00fcrkiye Cumhuriyeti, M\u0131s\u0131r, \u00dcrd\u00fcn ve baz\u0131 K\u00f6rfez \u00fclkeleri \u0130srail\u2019i ilk tan\u0131yanlardan olduklar\u0131 i\u00e7in me\u015fru birer ulus-devlet olarak kabul edilip sistem i\u00e7ine al\u0131nm\u0131\u015flard\u0131r. Geriye kalanlar\u0131yla \u0130srail ve m\u00fcttefikleri ve di\u011fer \u00fclkelerle birlikte sava\u015f devam etmektedir. Filistin sorunu \u00e7er\u00e7evesinde Araplarla, K\u00f6rfez sorunu \u00e7er\u00e7evesinde di\u011fer \u0130sl\u00e2m \u00fclkeleriyle y\u00fcr\u00fct\u00fclen sava\u015flar ve \u00e7at\u0131\u015fmalar \u0130srail\u2019in b\u00f6lgedeki hegemonik varl\u0131\u011f\u0131yla yak\u0131ndan ba\u011flant\u0131l\u0131d\u0131r. \u0130srail\u2019in hegemonyas\u0131 tan\u0131n\u0131ncaya kadar bu \u00e7at\u0131\u015fma, komplo, suikast ve sava\u015flar devam edecektir.<\/p>\n<p>Kapitalist modernitenin Ortado\u011fu\u2019daki hegemonik kurgulan\u0131\u015f\u0131n\u0131 do\u011fru kavramad\u0131k\u00e7a, neden yirmi iki Arap ulus-devletinin in\u015fa edildi\u011fini de do\u011fru kavrayamay\u0131z. Ulus-devlet\u00e7i k\u00fc\u00e7\u00fck-burjuva ba\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131l\u0131\u011f\u0131n\u0131n sa\u011f-sol, dinci-mezhep\u00e7i, etnik\u00e7i ve kavmiyet\u00e7i tarih yorumlar\u0131yla Ortado\u011fu\u2019da kurgulanan kapitalist modernite do\u011fru \u00e7\u00f6z\u00fcmlenemez. Bu ba\u011flamda Arap sorununun ger\u00e7eklikte oldu\u011fu gibi kavranmas\u0131 (t\u0131pk\u0131 T\u00fcrkiye Cumhuriyeti ve di\u011fer T\u00fcrki cumhuriyet ve topluluklar\u0131n sorunlar\u0131n\u0131n do\u011fru kavranmas\u0131nda oldu\u011fu gibi), \u00f6ncelikle kapitalist modernite hegemonyac\u0131l\u0131\u011f\u0131n\u0131n Ortado\u011fu\u2019daki kurgulan\u0131\u015f\u0131 ve tesis edilmesinin do\u011fru kavranmas\u0131n\u0131 gerektirir. Kendi ba\u015f\u0131na filan \u2018ulus devletin \u015fanl\u0131 kurulu\u015fu\u2019 gibi ger\u00e7eklerle alay eden tarih ve toplum zihniyetleriyle hi\u00e7bir devlet ve toplum sorunu kavranamaz. Dolay\u0131s\u0131yla Arap sorunu sadece \u0130srail ile ilgili bir sorun olmad\u0131\u011f\u0131 gibi, bir Filistin-\u0130srail sorununa da indirgenemez. Arap toplumlar\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 en derin birincil sorun, \u00f6ncelikle Araplar\u0131n yirmi iki ulus-devlet\u00e7i\u011fe b\u00f6l\u00fcnmesinden kaynaklanmaktad\u0131r. Bu yirmi iki devlet kapitalist modernitenin kolektif ajan \u00f6rg\u00fct\u00fc olmaktan \u00f6teye bir rol oynayamaz. Varl\u0131klar\u0131 Arap halklar\u0131 a\u00e7\u0131s\u0131ndan en temel sorundur. Bu ba\u011flamda Arap sorunu b\u00f6lgede kapitalist modernitenin kurgulan\u0131\u015f\u0131 ve tesisiyle ilgili bir sorundur. Ancak bu kapsamda, yani kapitalist modernitenin b\u00f6lgedeki hegemonik g\u00fcc\u00fc olarak \u0130srail ile ilgili bir sorunlar\u0131 olabilir.<\/p>\n<p>Fakat unutmayal\u0131m ki, \u0130srail\u2019i in\u015fa eden g\u00fc\u00e7lerle yirmi iki Arap-ulusdevletini in\u015fa eden g\u00fc\u00e7ler ayn\u0131d\u0131r. Dolay\u0131s\u0131yla \u0130srail\u2019le ili\u015fkileri ve \u00e7eli\u015fkileri kamuflaj niteli\u011fi ta\u015f\u0131r. \u00d6zde onlar da ayn\u0131 hegemonik sistemi payla\u015ft\u0131klar\u0131 i\u00e7in, bu \u00e7eli\u015fkiler g\u00fc\u00e7l\u00fc olsa bile, ancak kapitalist modernitenin d\u0131\u015f\u0131na \u00e7\u0131kmaya cesaret ettiklerinde anlam ta\u015f\u0131yabilir. Hem ayn\u0131 kapitalist modernite hegemonyas\u0131 i\u00e7inde kalacaks\u0131n, hem de \u0130srail\u2019i tan\u0131mayacaks\u0131n! Maskeli, sahte diplomasi i\u015fte bu ger\u00e7e\u011fi ink\u00e2r etmekten kaynaklanmaktad\u0131r. \u0130ster radikal \u0130sl\u00e2m, ister Il\u0131ml\u0131 \u0130sl\u00e2m, ister \u015eia \u0130sl\u00e2m\u2019\u0131 olsun, kapitalist modernite yerine ikame edilmek istenen b\u00fct\u00fcn \u0130sl\u00e2m\u00ee milliyet\u00e7i yakla\u015f\u0131mlar koca bir sahtek\u00e2rl\u0131ktan ibarettir. \u00c7\u00fcnk\u00fc bu \u0130sl\u00e2mc\u0131l\u0131k 19. y\u00fczy\u0131l\u0131n ba\u015f\u0131ndan itibaren kapitalist modernitenin hegemonyas\u0131nda geli\u015fen bir milliyet\u00e7ilik t\u00fcrevi olup, \u0130sl\u00e2m uygarl\u0131\u011f\u0131yla da ili\u015fkisi olmayan, kapitalizmin Ortado\u011fu\u2019daki \u0130sl\u00e2m \u00fclkelerine \u00f6zg\u00fc bir ideolojik arac\u0131d\u0131r. Son iki y\u00fcz y\u0131ldaki siyasal \u0130sl\u00e2mc\u0131l\u0131klar, kapitalist hegemonyan\u0131n maskeli ajanlar\u0131 olmaktan \u00f6teye bir rol oynayamazlar. \u00c7\u00fcnk\u00fc kapitalist modernite ba\u011flam\u0131nda b\u00f6yle kurgulan\u0131p harekete ge\u00e7irilmi\u015flerdir. Zaten son iki y\u00fczy\u0131lda Ortado\u011fu\u2019daki ulusal ve toplumsal sorunlar\u0131 daha da derinle\u015ftirmekten \u00f6teye rol oynayamamalar\u0131 bu ger\u00e7ekli\u011fi do\u011frular. Kom\u00fcnalizmin, demokratik ulusalc\u0131l\u0131\u011f\u0131n \u00f6n\u00fcndeki temel ideolojik ve politik engellerdir. K\u00fclt\u00fcrel \u0130sl\u00e2m farkl\u0131 bir konu olup, bu \u0130sl\u00e2m\u2019\u0131 gelenek ba\u011flam\u0131nda savunma ve sahip \u00e7\u0131kman\u0131n anlaml\u0131 ve pozitif bir y\u00f6n\u00fc vard\u0131r.<\/p>\n<p>E\u011fer kapitalist modernite ba\u011flam\u0131n\u0131 a\u015famazsa, Arap-\u0130srail ve Filistin-\u0130srail \u00e7at\u0131\u015fmalar\u0131 kedi ile fare aras\u0131ndaki kavgaya benzemekten kurtulamaz. Sonu\u00e7ta ortaya \u00e7\u0131kan, yakla\u015f\u0131k y\u00fcz y\u0131ld\u0131r b\u00fct\u00fcn Arap halklar\u0131n\u0131n ya\u015fam enerjisinin sonucu \u00f6nceden belli olan bu \u00e7at\u0131\u015fmalarla heba edilmesidir. Bu \u00e7at\u0131\u015fmalar icat edilmeseydi, sadece petrol gelirleri \u00fczerinde on tane Japonya bedelinde bir Arabistan s\u00f6z konusu olabilecekti. Bu saptamadan \u00e7\u0131kan en \u00f6nemli sonu\u00e7, Ortado\u011fu\u2019daki ulus-devlet sistemati\u011finin iddia edildi\u011fi gibi temel ulusal ve toplumsal sorunlar\u0131n \u00e7\u00f6z\u00fcm kayna\u011f\u0131 olmad\u0131\u011f\u0131, tersine sorunlar\u0131 geli\u015ftirmenin, a\u011f\u0131rla\u015ft\u0131rman\u0131n, derinle\u015ftirmenin ve i\u00e7inden \u00e7\u0131k\u0131lmaz hale getirmenin kayna\u011f\u0131 durumunda oldu\u011fudur. Ulus-devlet sorun \u00e7\u00f6zmez, sorun \u00fcretir. Daha da \u00f6tesi, ayn\u0131 sistem sadece Ortado\u011fu devletlerini de\u011fil, toplumlar\u0131n\u0131 da g\u00fc\u00e7leri t\u00fckeninceye kadar birbirleriyle \u00e7at\u0131\u015ft\u0131rarak t\u00fcketmenin arac\u0131d\u0131r. Irak ger\u00e7e\u011fi bu tespiti gayet iyi do\u011frulamaktad\u0131r. Burada sorumlulu\u011fu t\u00fcm\u00fcyle kapitalist moderniteye y\u0131kamay\u0131z. Sorun \u00e7\u00f6z\u00fcc\u00fc ve kurtulu\u015f\u00e7u olarak ortaya \u00e7\u0131kan \u0130sl\u00e2mc\u0131 ve solcu (reel sosyalist) ideolojiler ve politik organizasyonlar da en az kapitalist modernitenin ta\u015f\u0131y\u0131c\u0131 unsurlar\u0131 (J\u00f6n T\u00fcrk, J\u00f6n K\u00fcrt, J\u00f6n Arap, J\u00f6n Fars) kadar sorumludur. Yakla\u015f\u0131k y\u00fcz y\u0131ld\u0131r halklar\u0131na \u00f6nerdikleri hi\u00e7bir y\u00f6ntem ve program ba\u015far\u0131l\u0131 olmad\u0131\u011f\u0131 gibi, bunlar kapitalist modernitenin b\u00f6lgesel in\u015fas\u0131na hizmet etmekten ve bu temelde kullan\u0131lmaktan \u00f6teye rol oynayamam\u0131\u015flard\u0131r. Arap ulus-devlet\u00e7i ideolojiler ve politik \u00f6rg\u00fctlenmeler ba\u011flam\u0131nda da bu ger\u00e7ekliklerin rol\u00fcn\u00fc ink\u00e2r edemeyiz.<\/p>\n<p>Arap sorunlar\u0131 da T\u00fcrk, T\u00fcrkiye sorunlar\u0131 gibi \u00e7\u00f6z\u00fclmez sorunlar de\u011fildir. Burada sorunlar iki ana eksen \u00fczerinde \u00e7\u00f6z\u00fcmlenmeye ve \u00e7\u00f6z\u00fclmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r: Birinci eksen, ayn\u0131 sistem i\u00e7inde kendi devlet ve toplum paylar\u0131n\u0131 artt\u0131rarak, bunun i\u00e7in g\u00fcd\u00fcml\u00fc \u00e7at\u0131\u015fmalar yaratarak sonu\u00e7 almaya dayanmaktad\u0131r. Filistin Kurtulu\u015f \u00d6rg\u00fct\u00fc de dahil, Arap ulus-devletlerinin son elli y\u0131ld\u0131r denedikleri \u00e7at\u0131\u015fma y\u00f6ntemiyle varmak istedikleri sonu\u00e7 budur. M\u0131s\u0131r ile var\u0131lan Camp David benzeri anla\u015fmalarla bu eksen er ya da ge\u00e7 tamamlanmak istenecektir. Fakat bu yol Arap toplumsal sorunlar\u0131n\u0131 daha da a\u011f\u0131rla\u015ft\u0131rmaktan ve radikal \u00e7\u00f6z\u00fcmlere zorlamaktan \u00f6teye bir anlam ifade etmez. Bu yol petrole dayal\u0131 Arap oligar\u015fik ulus-devlet\u00e7ilerini tatmin edebilir; ama halklar\u0131n\u0131n \u00e7ok derin olan ekonomik ve demokratik taleplerini asla kar\u015f\u0131layamaz. Arap halklar\u0131n\u0131n tarih boyunca da\u011f gibi birikmi\u015f ekonomik ve demokratik sorunlar\u0131 vard\u0131r. Kapitalist modernitenin uydusu olan Arap ulus-devletleri bu sorunlar\u0131 \u00e7\u00f6zmek bir yana, \u00e7\u00f6z\u00fcm\u00fcn ad\u0131n\u0131 bile a\u011f\u0131zlar\u0131na almak istemezler. S\u00fcrekli a\u011f\u0131rla\u015ft\u0131r\u0131larak, sahte dinci ve mezhep\u00e7i \u00e7at\u0131\u015fmalarla gizlenerek sorunlar \u00f6yle bir noktaya do\u011fru evrilmektedir ki, ya Irak \u00f6rne\u011finde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi sonuna kadar \u00e7\u00f6z\u00fclme, da\u011f\u0131lma ve \u00e7at\u0131\u015fmalara g\u00f6t\u00fcrmekte, ya da k\u00f6kl\u00fc ekonomik, sosyal, k\u00fclt\u00fcrel ve demokratik ulusal \u00e7\u00f6z\u00fcmler istemektedir.<\/p>\n<p>Arap sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcnde ikinci ana eksen ancak kapitalist modernitenin a\u015f\u0131lmas\u0131 temelinde s\u00f6z konusu olabilir. Burada sistemden kopu\u015f s\u00f6z konusudur. \u0130sl\u00e2m\u00ee radikalizmin veya siyasi \u0130sl\u00e2m\u2019\u0131n alternatif modernite te\u015fkil edemeyece\u011fini \u00e7ok iyi bilmek gerekir. \u0130sl\u00e2m k\u00fclt\u00fcr olarak ancak kapitalist moderniteye alternatif bir modernite ya\u015fam\u0131nda rol oynayabilir. T\u00fcm Ortado\u011fu halklar\u0131n\u0131n tarihsel ve toplumsal ger\u00e7ekliklerine uygun modernite paradigmas\u0131 Arap halklar\u0131 i\u00e7in de en g\u00fc\u00e7l\u00fc ve do\u011fru se\u00e7enektir. Halklar i\u00e7in alternatif modernite, kapitalist moderniteye kar\u015f\u0131 hep m\u00fccadele i\u00e7inde olmu\u015f, demokratik ulus, sosyalist, ekolojist, feminist ve k\u00fclt\u00fcrel hareketlerin b\u00fct\u00fcnl\u00fc\u011f\u00fcnden olu\u015fan demokratik modernitedir.<\/p>\n<p>Arap sorunlar\u0131 ba\u011flam\u0131nda ikinci \u00f6nemdeki sorunlar demeti \u0130srail\u2019in varl\u0131\u011f\u0131yla ba\u011flant\u0131l\u0131d\u0131r. Arap milliyet\u00e7ili\u011fi, \u0130sl\u00e2mc\u0131l\u0131\u011f\u0131 ve ulus-devlet\u00e7ili\u011finin \u0130srail\u2019e bak\u0131\u015f\u0131 bizzat \u0130srail-Yahudi ideolojisinin hegemonyas\u0131nca g\u00fcd\u00fcmlenmi\u015ftir; \u0130srail-Yahudi ideolojisi ve devleti taraf\u0131ndan \u00e7izilen s\u0131n\u0131rlar\u0131n i\u00e7inde kalmaktad\u0131r. Ayn\u0131 modernite i\u00e7inde kald\u0131k\u00e7a, k\u00fc\u00e7\u00fck bir n\u00fcfusu bulunan \u0130srail hegemonyas\u0131n\u0131n oyunca\u011f\u0131 olmaktan \u00f6teye rol ifade edemez. \u0130srail\u2019in kendisi de kendi icad\u0131 olan kapitalist modernitenin tutsa\u011f\u0131 olmaktan kurtulamaz. Arap denizinin ortas\u0131nda kendisini her an bo\u011fmaya haz\u0131r g\u00fc\u00e7lerin varl\u0131\u011f\u0131n\u0131 \u00e7evresinde hissettik\u00e7e, \u0130srail, atom da dahil, teknolojik silah \u00fcst\u00fcnl\u00fc\u011f\u00fc ile kendini savunmaktan asla geri kalmayacakt\u0131r. \u0130srail ya kendi hegemonyas\u0131nda kendisiyle bar\u0131\u015fm\u0131\u015f bir Ortado\u011fu ulus-devlet dengesini yaratacakt\u0131r ki, anlatmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z nedenlerle bunun ne kadar g\u00fc\u00e7 oldu\u011fu ortaya \u00e7\u0131km\u0131\u015f bulunmaktad\u0131r; ya da kendi var etti\u011fi sistemin tutsakl\u0131\u011f\u0131ndan kurtulmak istiyorsa, kapitalist modernitenin a\u015f\u0131lmas\u0131n\u0131 g\u00f6ze almak durumundad\u0131r.
